Bilam (Balaam) advised Balak, the king of Moav (Moab), and the daughters of Moav were sent to seduce the Men of Yisrael (Israel) into avodah zarah (foreign service a.k.a. idolatry). Why, then, did HaShem afterwards instruct Moshe (Moses) to ‘Avenge the vengeance of Bnei Yisrael [the Children of Israel] from the Midyanim [Midianites]?’ Why not Balak and Moav (Moab)?
